Here's how I got VOLTE working in my Zenfone 2 Laser.

But before that, my specs:
Model - ZE550KLAndroid - MM (6.0.1)
Earlier (9AM) build: ends with 1615
Earlier (9AM) baseband version: 202C10_11.1.0_160304
Prelude: Ever since the automatic update of 1615 (first MM update which was buggy) was rolled out, I was unable to recieve any further updates and was also not able to wipe cache partition. It would always say "E:/ can't be mounted......." So I had decided to manually update my phone but was worried about bricking my phone, as this would have been my first time exploring such stuff.
Today, at around 9AM I came across this update (ends with 1877) which people claimed would enable VOLTE, so I had decided to do the tough task today.
BACKUP YOUR DATA BEFORE YOU PROCEED.
Here's what I did today:
1. I downloaded the build 1795 zip file from here : http://dlcdnet.asus.com/pub/ASUS/ZenFone/ZE550KL/UL-Z00L-WW-21.40.1220.1794-user.zip
2. I copied it to my external SD Card.
3. Connected my phone to my PC and followed this video : https://www.youtube.com/watch?v=Mhs9X1DHN7A (follow this dilligently and you'll have no trouble)
4. After doing what the video asked, I ended up with build number 1795 and was able to wpie cache partition. I observed that after update, the baseband version was changed to something which was like 202c..........802.
5. I decided to install 1877 now, so I downloaded it from here: http://dlcdnet.asus.com/pub/ASUS/ZenFone/ZE550KL/UL-Z00L-WW-21.40.1220.1877-user.zip
Now, I DO NOT WANT YOU GUYS TO DO THIS STEP, I'm just syaing this so that you guys know what NOT TO DO:
6. I copied the 1877 zip file to the internal memory and restarted the phone. As soon as the phone rebooted, it gave a notification for update (1877), which I gladly accepted. In the process of installing it again gave me the same error: "E:/ can't be mounted......." So now I couldn't even wipe cache partition, it was like I was back to square 1.
Now FOLLOW these steps:
7. I decided to follow the same video again, this time, instead of 1795 file, I would instal 1877 zip file. So I Connected my phone to my PC and followed this video : https://www.youtube.com/watch?v=Mhs9X1DHN7A (follow this dilligently and you'll have no trouble)
8. Remember guys, after installing any firmware, always remember to erase/wipe data, factory reset the phone & wipe cache partition, this avoids unnecessary complication in the future. (I did this once after 3rd step and once after 7th step)
9. As soon as I rebooted the phone after sucessfully updating to 1877, I got this:

Here, you can see that the baseband version is different. So frankly I don't know whether the baseband version actually matters (as I've seen a lot of videos stating that we need to have some baseband version ending 509 to successfully update, which I clearly didn't have, yet i was able to get it.)
And another thing that I came across is the speculation about India-made & China-made phones. Some people claim that only India-made phones are able to update to 1877 which the China-made ones can't. I cannot comment on it as I've an India made phone.

P.S: If you guys don't mind the hassle of backing-up data, flashing updates, re-installing apps etc, then please go ahead and do what I did, I'm sure even you'll enjoy VOLTE. But I don't think ASUS is keen on sending out clear, bug-free, and timely updates to its customers.
