[Phone] How to set the special access rights for apps?

Please follow the steps below to set the special access rights for apps:

Go to Settings > App & notifications > Special app access.

For Example:

If you want Photos app always display over other apps, just go to Settings > App & notifications > Special app access > Display over other apps > Photos and then turn on Allow display over other apps to grant the right.
